Fears no more: a new road, a new life

As soon as the cocks started crowing, villagers awoke and prepared the needs of their children. They had to be up early compared to most parents since their kids had to go through a risky, unpaved and treacherous road on their way to school.

Every day, the school children and villagers have to trek the inclined road in Barangay Macalbang, a village in the town of Concepcion. Concepcion is 111.4 kilometers north of Iloilo. The road linking them to the town proper is muddy during rainy days and extremely dusty during summer.

This condition affects not only the children but the economic activities in the village. Progress is slow in coming because it takes much time to transport goods to and from the town proper.

Chinese experts believe PH wins war vs poverty

LIBACAO, Aklan- A team of experts from the International Poverty Reduction Center (IPRC) in China believes that the Philippine government will win its war against poverty given its ongoing poverty alleviation programs.

Speaking through a Filipino-Chinese interpreter, Mr. Zhang Jie said the continuing support of the government will improve the quality of people’s lives. There are different poverty reduction programs that could be studied in improving the lives of the people. The same strategy was applied in China.

The Department of Social Welfare and Development under Secretary Corazon Soliman is implementing a national poverty reduction program which complements with each other. These are the Kapit-Bisig Laban sa Kahirapan-Comprehensive Integrated Delivery of Social Services (KALAHI-CIDSS), Pantawid Pamilyang Pilipino Program and Sustainable Livelihood Program.

DSWD strengthens feedback mechanisms on CCT

The Department of Social Welfare and Development (DSWD) has put in place stronger measures to ensure that only qualified families avail of the government’s conditional cash transfer (CCT) program, locally known as the Pantawid Pamilyang Pilipino Program.

DSWD Field Office VI Regional Director Minda B. Brigoli said the Department has strengthened its feedback and grievance redress mechanisms and has even partnered with various non-governmental organizations and civil society organizations to help in the monitoring and assessment of households enrolled in the program. A total of 20 NGOs and CSOs in the region have entered into a memorandum of agreement with DSWD6 to serve as “gabay, bantay, tulay at kaagapay” in the implementation of Pantawid Pamilya as well as other social protection programs of DSWD.

Pantawid Pamilya hits target of 2.3 M household beneficiaries

PANTAWID Pamilyang Pilipino Program has registered its 2.3 millionth household beneficiary on December 15, 2011, thus completing the DSWD’s target of 2.3 million beneficiaries for 2011.

The 2.3 millionth beneficiary is Merlita P. Rago, 44, of Sitio Luyo, Brgy. Culasi, Roxas City, Capiz. Merlita is married to 44-year-old Reynaldo who is a fisherman and part time laborer. The couple has four children – Rica Mae, 14; Marlyn, 12; Reynaldo Jr., 11; and Hero, seven years old. Both Rica Mae and Hero have dropped out of school due to poverty and sickness. Marlyn and Reynaldo however, are grades three and four, respectively.

Merlita, who herself only reached grade one, has four other children with her former partner. She used to help husband Reynaldo earn extra income by washing clothes but later stopped after she was diagnosed with pneumonia.

DSWD: making dreams come true

Her hand was shaking as she held a piece of paper on her one hand while the other gently squeezed the little palm of her youngest child.

That little paper represented a very important possession in her life—a Certificate of Occupancy giving them the go signal to live in the newly-built shelter unit funded by the government. It was handed to her personally by DSWD Secretary Corazon Juliano-Soliman who graced the occasion in San Antonio, Ajuy, Iloilo conducted recently.

Heide Liezl Celada, 35 years old, received the certificate together with her husband Jonathan, 46, and their two children. Witnessing the ceremony were Iloilo Governor Arthur Defensor Sr., Regional Director Minda B. Brigoli, Ajuy Mayor Juan Alv arez and Board Member Jett Rojas.

Heide was only one of the 100 beneficiaries of Modified Shelter Assistance Program of DSWD in the mu nicipality who received P70,000 each for the construction of the units. Of the 100, 60 or P4.2 million-worth of houses were built at San Antonio Site and were inaugurated and turned over to the beneficiaries. The remaining P2.8 million was released for other barangays.

“This started with a dream of families, the Local Government Unit of Ajuy and the Provincial Government of Iloilo. Now, you are seeing a dream come true. The shelter units are already here and we can see them in our very eyes. It is now up to you, the beneficiaries, to start a new life,” said Soliman.

According to her, the family beneficiaries should get motivation and strength from this achievement to strive for a more progressive life.

“What is important is that with the fresh start, you get the drive to see more of your dreams coming true…that you won’t just be contented of dreaming but work for those dr eams to become a reality,” Soliman told the beneficiaries.

She also said that this would not be impossible for the beneficiaries because the leadership in Iloilo recognizes the importance of the Community Driven Development (CDD) which puts emphasis on people empowerment and participation.

The Local Government Unit provided the site as well as shouldered the development of the area.

“What is important is that you will build a peaceful community where you are all united towards giving the best future for your children,” Soliman added./dswd6/May Rago-Castillo
